Housing Stability Operations Manager

Job Summary:

The Housing Stability Operations Manager will collaborate with Homeless Continuum's of Care (CoCs), NMCAA departments, community partners, and the Housing Stability Director to ensure effective administration of the department's programs and services.

Duties/Responsibilities:

* Oversee funding for Housing Stability programs from local, state, and federal sources, including managing applications for funders and subrecipients.
* Manage annual grant renewals, write applications, and establish/maintain Memorandums of Understanding (MOUs) and Memorandums of Agreement (MOAs) with various community partners. 

* Prepare and manage budgets, develop recommendations, and monitor expenditures with the NMCAA Business Office and the Housing Stability Director.
* Assist with strategic planning for local funds, including allocation decisions and U.S. Department of Housing and Urban Development (HUD) match projections.
* Ensure compliance with federal regulations and local CoC governance as a Collaborative Applicant and Homeless Management Information System (HMIS) Lead.
* Review and oversee departmental policies for efficiency and legal compliance.
* Maintain professional knowledge through conferences and professional organizations.
* Assist in writing and approving reports for grant and internal reporting requirements and monitor outreach for Housing Stability programs.
* Serve as a grant eligibility specialist and prepare monthly reports for NMCAA leadership and the Board of Directors.
* Attend meetings to support Housing Stability programs and identify funding opportunities. Coordinate program goals and financial plans with the Housing Stability Director.
* Update the NMCAA Housing Stability marketing plans, assist in fundraising efforts, and conduct (at least) quarterly staff meetings.
* Ensure compliance with grant requirements and policies for agencies and subgrantees.
* Maintain internal controls and ensure best practices in data collection and compliance.
* Oversee accounting functions for auditing, budgeting, and property management per Generally Accepted Accounting Principles (GAAP).
* Administer activities according to NMCAA policy, HUD regulations, and state and federal laws. Analyze data and maintain HMIS quality standards to improve the Homeless Response System. Develop internal data systems for managing contracts and monitoring program performance.
* Support the design of CoC programming and the management of contracts to achieve established goals.
* Foster relationships with community partners to enhance program performance and outreach. 

* Directly supervise Housing Stability programs' Supervisory staff.
* Perform other duties as requested.

Education and Experience:

* MS preferred or equivalent experience. 

* BA/BS in a relevant field.
* Five years of relevant experience.
