Job Summary:

The Housing and Homeless Services Program Manager will ensure that Housing and Homeless Services programming administered by Northwest Michigan Community Action Agency (NMCAA) is consistent with the collective work to end homelessness within the communities we serve. They will be responsible for collaboration within our communities and statewide to provide effective services to end homelessness in the NMCAA region, by managing NMCAA CoC homeless programs in alignment with Coalition partners.

Duties/Responsibilities:

  • Represent NMCAA in the coordination, development, and maintenance of the work to end homelessness across the service region of the Northwest Michigan Coalition to End Homelessness (NWCEH) and Michigan Balance of State (MIBOS) Continuum's of Care (CoCs).
  • Work collaboratively and in a leadership role representing NMCAA as the Housing Assessment and Resource Agency (HARA), fiduciary, and Lead Agency with the Coalitions, develop new resources and program initiatives/components as appropriate, and report HARA activities via the CoC as requested. Monitor and attend Local Planning Body (LPB) Meetings in the NWCEH and MIBOS counties, and to hear feedback on NMCAA services and systems and respond by creating, implementing, and continuously improving HHS policies and procedures, and to continuously improve community systems.
  • Provide direct supervision and oversight of the Housing and Homeless Services supervisors.
  • Annually review the Coordinated Entry System with partner agencies throughout our service area.
  • Ensure HHS supervisors and program staff adhere to all local, state, and federal funding guidelines and requirements, including those specific to HHS funding entities.
  • Direct the participation of HHS Supervisors and other appropriate staff, on all community interagency services teams (IST)/By Name Lists (BNL), and Continuum of Care Committees, etc.
  • Work with HHS management and NMCAA leadership in following and further developing the standards outlined in the Results Oriented Management and Accountability (ROMA) system.
  • Work with the HS Director and HHS Operations Manager to write, review and/or negotiate contracts, MOUs, and fund development initiatives on behalf of NMCAA.
  • Assist in ongoing planning and assessment, program recommendations, development and implementation of programming, goals, budgets, and program evaluations.

Education and Experience:

  • BA/BS or an equivalent combination of education and experience preferred.
  • 5 years of experience in non-profit administration and management preferred.
